Information from Utility Annual Report Filings

The Utility Annual Report Information, Exterior Lighting Reports, and Unclaimed Property Reports are compiled from the annual reports filed with the Iowa Utilities Board by the utility companies.  Utility annual report filings are given the docket designation A-YYYY-CompanyNumber.

To search for A-Dockets, click the Electronic Filing link to open the home page for the Electronic Filing System (EFS).  Then select Search from the top navigation menu and scroll down to Docket Search. This will open a docket search screen.  Select A - Annual Report from the Docket Type drop down box and then select the company name from the Participants drop down box. Be sure to click the Add button to add the company to the search parameters. After entering the search terms, click the Search button. This will display a list of A-Dockets filed in EFS for that particular company (see note).  To find the most recent filing, click on the Docket Number heading to sort in descending order. Finally, click on the Documents link to display a list of documents filed.

The Lifeline Telephone Assistance Subscribers Report is compiled from the Federal Lifeline Reports - Annual Lifeline Eligible Telecommunications Carrier Certification filed with the Iowa Utilities Board by the telephone companies.  Federal Lifeline Reports are given the docket designation of FLR-YYYY-CompanyNumber.

To search for FLR-Dockets, click the Electronic Filing link to open the home page for the Electronic Filing System (EFS).  Then select Search from the top navigation menu and scroll down to Docket Search. This will open a docket search screen.  Select FLR - Federal Lifeline Report from the Docket Type drop down box and then select the company name from the Participants drop down box. Be sure to click the Add button to add the company to the search parameters. After entering the search terms, click the Search button. This will display a list of FLR-Dockets filed in EFS by the selected company.  To find the most recent filing, click on the Docket Number heading to sort in descending order. Finally, click on the Documents link to display a list of documents filed.

NOTE:  A-Dockets for years prior to 2008 may appear in the list, but no documents have been uploaded in those dockets.  Electronic Filing was implemented in 2009.

 

Utility Annual Report Information

Pursuant to the 199 IAC 23.1(2), each utility shall file with the Board an annual report on or before April 1 of each year covering their operations during the preceding calendar year. A summary of the information taken from the annual reports filed with the Board is included in Tables 1 and 2.

Table 1 lists revenues, units sold, and number of customers served by each industry group.

Table 2 includes a summary of the statements of income from Iowa operations by each industry group.

Individual company information is also available by industry type:

  • Electric – Investor Owned Electric, Municipal Electric, and Rural Electric Cooperatives.
  • Gas – Investor Owned Gas, Municipal Gas, and Certified Natural Gas Providers
  • Telephone – Local Exchange Carriers and Interexchange Carriers.
  • Water – Investor Owned Water.

Exterior Lighting Report

Pursuant to the 199 IAC 35.15(2), each electric utility shall file with the Board, as part of its annual report, a report stating progress to date in converting company-owned exterior flood lighting to high pressure sodium or lighting of equivalent or higher energy efficiency.  Legislation in 1989 approved the regulation of public utility-owned and city-owned exterior flood lighting.  It states that all newly installed exterior lighting shall be high pressure sodium lighting or lighting with equivalent or better energy efficiency.

The following table shows the status of exterior lighting on December 31, 2016, as reported to the Board in the annual reports:

Collectively, the investor-owned utilities have converted the largest percentage of their fixtures at 98 percent (from 1990 to present). Following closely are the municipal utilities at 93 percent. The rural electric cooperatives have converted 78 percent.  This isn’t a date-certain mandate, therefore, the utilities will keep converting their old fixtures as they become worn out.

Unclaimed Property Report

Pursuant to Iowa Code § 556.4, deposits and refunds held by utilities, the following funds held or owing by any utility are presumed abandoned:

  1. Any deposit made by a subscriber with a utility to secure payment for, or any sum paid in advance for, utility services to be furnished in this state, less any lawful deductions, that has remained unclaimed by the person appearing on the records of the utility entitled to the deposit for more than one year after the termination of the services for which the deposit or advance payment was made.
  2. Any sum which a utility has been ordered to refund and which was received for utility services rendered in this state, together with any interest on the refund, less any lawful deductions, that has remained unclaimed by the person appearing on the records of the utility entitled to the refund for more than one year after the date it became payable in accordance with the final determination or order providing for the refund.

The Unclaimed Property Report is compiled for the Treasurer of State per the requirement in the Iowa Code.  The Unclaimed Property Report is compiled from the annual reports filed with the Iowa Utilities Board by the utility companies.
