Job Description

This is a non-merit position with the Iowa Department of Commerce Utilities Board. 

This position is the manager of the Safety and Engineering Section of the Iowa Utilities Board (IUB), a quasi-judicial state agency with regulatory authority over certain electric, gas, water, sanitary sewer, wastewater, and telecommunications utilities in Iowa and siting authority over electric transmission lines and natural gas and hazardous liquid pipelines. This position is responsible for the day-to-day operations of the IUB's section that reviews electric franchise petitions and pipeline permit petitions for compliance with applicable laws and IUB rules. This position supervises engineers, electric and natural gas pipeline inspectors and provides advice to the IUB Board Members on issues related to electric transmission and natural gas, and hazardous liquids pipelines.

This position oversees both the administrative review of electric transmission and pipeline dockets in preparation for review by Board Members and, when a petition is scheduled for hearing, ensures that the engineer, who is a witness, has completed a review of the petition and facilities. This position may be a witness in a contested case proceeding, provide support for the engineer who is a witness, or act as an advisor to the Board in these proceedings. This position ensures that administrative goals with regard to meeting the IUB's statutory requirements are met and state agency requirements are completed. This position collaborates with managers, and staff on IUB operations issues that influence agency management/organization. This position provides support and assistance to other section managers as needed and reviews and approves drafts of administrative rules, IUB orders, reports, legislative proposals, policy and related materials for public information.

This position has oversight of the federal Pipeline Hazardous Materials Safety Administration (PHMSA) grants received by the IUB for natural gas pipeline inspections and One Call (811) enforcement as program manager. This includes oversight of compiling the necessary information to receive the grant payments, both financial and operational. This position will represent the IUB at national organizations related to PHMSA grants and ensure the IUB and the State of Iowa's positions are known at the national level on PHMSA rules and regulations. This position prepares Individual Performance Plans for subordinates, completes performance evaluations of subordinates as required by the Iowa Department of Administration rules and regulations.

Recommends personnel actions related to selection, performance, leaves of absence, grievances, work schedules and assignments, disciplinary procedures, and administers personnel and related policies and procedures including recruitment, training, and professional development of staff for the Safety and Engineering Section.

Engineering or Law Degree strongly desired.

Minimum Qualification Requirements

Graduation from an accredited college or university with a Bachelor's Degree in Accounting, Business Administration, Finance, Economics, Operations Research, Computer Science, Statistics, Industrial Engineering, Mechanical Engineering, Civil Engineering, and/or Electrical Engineering, Business Management, Education, Public Relations, Journalism or Mass Communications, and five years of fulltime complex analytical experience in the above disciplines which include at least one year of experience in developing and directing programs, projects or policy development;
 
OR
 
an equivalent combination of education and experience substituting thirty semester hours of graduate level course work in one of the above disciplines for each year of the required experience to a maximum substitution of two years;
 
OR
 
graduation from an accredited college or university with a Master's degree in one of the specified disciplines and two years of full-time complex analytical experience in any combination of the above areas;
 
OR
 
graduation from an accredited college or university with a Doctorate degree in one of the specified disciplines and one year of full-time complex analytical experience in any combination of the above areas;
 
OR
 
licensure as a professional engineer by the Iowa Board of Engineering Examiners and one year of fulltime professional engineering experience;
 
OR
 
certification as a Certified Public Accountant may be substituted for one year of the required experience;
 
OR
 
an equivalent combination of experience and education substituting one year of complex analytical experience in any of the above disciplines for each year (thirty semester) of the required education to a maximum of four years;
 
OR
 
employees with current continuous experience in the state executive branch that includes experience equal to twelve months of full-time work as a Utility Specialist.
